This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The requirement is assigned a code of 541611 in the NAICS, and the size standard for such requirement is $15 Million per annum. Responses should also include an indication of current certified business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address) as well as the eligible business name, point of contact, address and DUNS number (See Paragraph F. Capability Statement for more information). An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. A. Background In 1997, the NCI Clinical Trials Program Review Group issued recommendations for addressing challenges facing clinical research as a result of "exponential increase in new therapeutics and new technology in a changing fiscal and health care environment." Among its findings, the Armitage Report recommended that NCI "establish a more streamlined IRB process for multi-center, cooperative group or intergroup trials to assure that all patients are treated equally, and are provided the opportunity to participate in research in institutions close to their home." In 2001, in response to the Armitage Report, the NCI launched its CIRB initiative. NCI established a central IRB to review multi-center, late-phase oncology trials in adults: the Adult CIRB, later renamed Adult CIRB-Late Phase Emphasis. In 2004, NCI established the Pediatric CIRB to review cancer treatment, prevention, and control studies in children. In 2012, the NCI CIRB received accreditation by the Association for the Accreditation of Human Research Protection Programs (AAHRPP). In 2013, NCI established a second CIRB for adult studies: the Adult CIRB-Early Phase Emphasis. Also in 2013, the NCI transitioned to an independent model, in which the NCI CIRB serves as the IRB of record for all studies under their review. All institutions were transitioned to the independent model. In 2015, NCI established a fourth CIRB: the Cancer Prevention and Control CIRB, which is under the Division of Cancer Prevention (DCP), to review studies to evaluate cancer risk. The NCI CIRB was re-accredited by AAHRPP. This acquisition is a re-competition of contract HHSN261201400023C awarded to the EMMES Corporation. A previous contract for this initiative was awarded to the EMMES Corporation under contract HHSN261200800010C (June 20, 2008 to June 19, 2014). Prior to EMMES, the support services contract was held by Capital Technology Information Services under contract HHSN261200522011C (June 20, 2005 to June 19, 2008) and prior to that, was awarded as part of a contract held by Westat. B. Purpose and Objectives The Central Institutional Review Board (CIRB) Initiative is a project of the National Cancer Institute (NCI) to develop, implement, and manage a centralized model of IRB review for multi-site, NCI-sponsored clinical trials. The goal of the Initiative is two-fold: to streamline regulatory compliance and decrease the duplicative burden of protocol review that currently occurs at hundreds of local IRBs nationwide by providing a single, centralized review that can be utilized by local IRBs participating in NCI-sponsored multi-center trials; and to maintain and enhance the protection of research participants by providing consistent, expert IRB review at the national level. Currently, the Initiative involves four CIRBs, the Adult CIRB - Late Phase Emphasis reviewing adult NCI-sponsored primarily Phase 3 treatment trials; the Adult CIRB - Early Phase Emphasis reviewing adult NCI-sponsored Phase 0, 1, 2 treatment trials; the Pediatric CIRB reviewing NCI-sponsored pediatric Phase 0, 1, 2, 3, and pilot treatment trials; and the DCP reviewing studies to evaluate cancer risk and to find methods to prevent those risks. The CIRB uses an independent model of IRB review where a local institution and principal investigators inform the CIRB about local context considerations, including local laws and requirements, via the submission of annual worksheets. Each CIRB reviews the NCI-sponsored trials within their purview and additionally reviews the local context considerations for each institution with investigators credentialed to participate in those trials. The purpose of the contract is to provide the Government with the expertise in IRB and other Federal regulations, IRB operations, ethics, quality, information technology, and program management necessary to manage the NCI CIRB and support the institutions that rely on it. C.
