U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Notice of Intent to Exercise the Option to Extend Services on contract FA9422-10-F-0001 (Logistics Support and Technical Order Management) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Per FAR 52.217-8, Option to Extend Services, the Government intends to exercise the Option to Extend Services in contract FA9422-10-F-0001 (Logistics Support and Technical Order Management). Option to Extend Services was included in the contract, but not evaluated at time of award. Therefore, in accordance with 10 USC 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Award to any other source would result in unacceptable delays in fulfilling the agency's requirements. A follow-on contract is currently being worked, but will not be accomplished before the current expiration of this contract. The Option to Extend Services will be for a period not to exceed six (6) months and will be to the incumbent MacAulay-Brown, Inc. (4021 Executive Drive, Dayton OH 45430-1062) to continue to support Air Force Nuclear Weapons Logistics Support and Technical Order Management. The current contractor possesses the required experience, based on supporting operations for the entire duration of the program, to ensure mission success while the follow-on competitive contract (FA9401-15-R-8019) is being worked. It was always our intent to have the option to exercise the Option to Extend Services, if needed. At this time, there are no other contractors who are capable of providing these services without incurring an unacceptable delay to on-going operations. As stated previously competition is expected for the follow-on effort. The Government will post notices regarding that acquisition to FedBizOpps.
