COMBINED SYNOPSIS/SOLICITATION Logistics Support for U.S. Navy Forces on Biliran Island, Republic of Philippines 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included with or attached to this notice and using FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The solicitation number N3131A18PR003NV is issued as a request for quote (RFQ). This solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 effective date 24 Jan 18 and Defense Federal Acquisition Regulation Supplement Change notice 20180504. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The associated North American Industrial Classification System code for this procurement is 541614-Process, Physical Distribution and Logistic Consulting Services with a small business size standard of $15M. 3. The Naval Oceanographic Office, Stennis Space Center, MS, intends to solicit and award, on a competitive basis, a firm fixed price purchase order. This requirement is being 100% SET-ASIDE for SMALL BUSINESS. This procurement is for Logistics Support Services for U.S. Navy Forces, and other designated personnel, operating on Biliran Island, Philippines. Period of Performance 01 Jun 18 through 17 Aug 18. The Government intends to award a single firm fixed price purchase order to the quoter whose quote is the most advantageous to the Government, price and technical capability considered, and to whose quote conforming to the solicitation, provides the lowest evaluated price meeting the List of Requirements in accordance with the Statement of Work and in accordance with FAR 13.106-2. 5. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS Number) and Tax Identification Number. Contractor must be registered in the SAM at www.sam.gov and Wide Area Work Flow at https://wawf.eb.mil to be considered for award. Quote shall include price(s), point of contact, name and phone number, business size, and payment terms. Response must clearly indicate the capability of offeror to meet all specifications and requirements. 6. Quotes are to be received via electronic mail (email) no later than 12:00 p. m.
