The United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Global Programs (GP) intends to acquire on a Sole Source basis to Refinitiv US, LLC, C/o London Stock Exchange Group, 28 Liberty STREET, 58TH Floor, New York, NY 10005 for London Stock Exchange Group (LSEG) World Check One Advance Subscription Service. No other authorized contractors are available to provide the annual subscription needed.


THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES.  This is a combined solicitation/synopsis, solicitation number 12314426Q0226, for a commercial sole source item prepared in accordance with the format in FAR Part 12.  A separate written solicitation will not be issued to SAM.gov. 


This acquisition  is not a set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 519290 - Web Search Portals and All Other Information Services (size standard: Large; 1000 Employees).  


Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.  Capability statements must be received by 2:00 PM ET, August 17, 2026, and shall include documentation on the ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.  Questions concerning this notice may be directed to Diana Rath, Contracting Officer, diana.rath@usda.gov.
