The United States Coast Guard awarded a sole source Fixed Price Incentive Fee contract to Northrop Grumman Shipbuilding (later Huntington Ingalls Industries) on November 29, 2010, for the construction and support of the National Security Cutters (NSCs). This contract initially covered the fourth NSC, with options for the fifth and sixth NSCs, including the procurement of long lead time materials (LLTM), production, and delivery (P&D), along with optional support items such as shipboard spares and outfitting. Following Northrop Grumman Shipbuilding's transition to Huntington Ingalls Industries in 2011, the Coast Guard plans to continue procuring LLTM for NSC 6 and pursue a new sole source contract with HII for P&D of NSCs 6 through 8 and LLTM for NSCs 7 and 8. These follow-on vessels are designed to maintain consistency in dimensions, configuration, and operational capabilities with the first five cutters and are expected to be delivered within 38 months from the origin point. The procurement strategy is based on the sole source awarded under FAR 6.302-1 due to the high cost duplication and potential delays that would result from competitive sourcing. This contract ensures the Coast Guard avoids unacceptable operational impacts by maintaining continuity in NSC production with HII, located in Pascagoula, Mississippi. The LLTM for NSC 6 was projected for award in March 2012, with a separate contract anticipated for P&D of NSCs 6–8 and LLTM for NSCs 7 and 8. While this is a sole source procurement, capable vendors are invited to submit capability statements within 15 days of the notice for consideration, though the solicitation for the P&D and LLTM will not be publicly posted on the General Procurement Electronic System and must be requested directly from the contracting officer.

Full Description

The United States Coast Guard (USCG) awarded a sole source, Fixed Price Incentive Fee contract in accordance with FAR Part 15 to Northrop Grumman Shipbuilding (NGSB) on 29 November 2010, for the fourth (4th) National Security Cutter (NSC), (with optional support CLINs, such as shipboard spares and outfitting); the option for the Long Lead Time Material (LLTM) and Production and Delivery (P&D) of the fifth (5th) NSC (with optional support CLINs, such as shipboard spares and outfitting); and the option for the LLTM for the sixth (6th) ship. In March 2011, NGSB spun-off from Northrop Grumman Corporation and is doing business as Huntington Ingalls Industries (HII). This synopsis encompasses the procurement of LLTM for NSCs 6-8 and the P&D for NSCs 6-8. The USCG intends to procure the LLTM for NSC 6 under the exisiting sole source contract (HSCG23-10-C-2DB043) with HII and pursue a new sole source, Fixed Price Incentive Fee contract in accordance with FAR Part 15 with HII for the P&D of NSCs 6-8 and LLTM for NSCs 7 & 8. The follow-on ships are to be the same dimensions, configuration and operational capability as the first five (5) NSCs and are to be delivered within 38 months at the point of origin. The proposed procurement for LLTM for NSC 6 is to be awarded on or about March 2012. A seperate contract is anticipated for the P&D of NSCs 6-8 and LLTM for NSCs 7 & 8. The intended sole source award to HII, 1000 Access Road, Pascagoula, MS 39567, NAISC Code: 336611 - Naval Shipbuilding; Classification Cost 3731, Naval Shipbuilding, is under the authority of FAR 6.302-1(2)(iii)(A) and (B), based on the substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as an unacceptable delay in fulfilling the agency's requirements. Award to any other source would result in an unacceptable negative operational impact to the USCG. All responsible sources may submit a capability statement, proposal or quotation which will be considered by the agency within 15 days of the posting of this notice. The soliciation for the P&D of NSCs 6-8 and the LLTM for NSC s 7 & 8 will not be released through GPE. Should any interested party request a copy of the soliciation, please contact the Contracting Officer.
