INTRODUCTION The Town of Paradise is seeking proposals from qualified consulting firms to complete an update to the Long Term Community Recovery Plan. The Town of Paradise intends to award a contract to a firm that will meet our qualification criteria and has successfully performed services on similar projects in the past. The successful firm will be required to enter into a contract with the Town for the services requested in this Request for Proposals (RFP) within a reasonable time after award. A firm submitting a proposal must be prepared to use the Town's standard contract form. The contract will include terms appropriate for this project. Generally, the terms of the contract will include, but are not limited to: (1) completion of the project within the timeframe provided; (2) no additional work authorized without prior written approval; (3) no payment without prior written approval; (4) funding availability; (5) termination of contract under certain conditions; (6) indemnification of the Town; (7) approval by the Town of any subcontractors; and (8) minimum appropriate insurance requirements. BACKGROUND The Town of Paradise experienced unprecedented devastation in the 2018 Camp Fire, which destroyed over 18,000 structures and claimed 85 lives. In 2019, the Town adopted its first Long-Term Community Recovery Plan (LTCRP), which served as a blueprint for rebuilding and recovery. That plan was updated in 2022 to reflect progress, new opportunities, and evolving community priorities. The Town of Paradise now seeks to update the LTCRP again to guide the next phase of recovery and define a vision for a resilient, thriving future. This update will build on prior work, celebrate accomplishments to date, and chart a course for sustainable economic growth, fire-resilient living, and the continued revitalization of Paradise. SCOPE OF SERVICES The Long Term Community Recovery Plan update should meet the following overall goals: Define a forward-looking vision for Paradise as a resilient, economically vibrant, and fire-adapted community. Position Paradise as a leader in wildfire resilience and disaster recovery for other communities nationwide. Support economic recovery, with emphasis on a thriving downtown, commercial corridors, and job growth opportunities. Incorporate community input and reflect the values and aspirations of Paradise residents, businesses, and partners. Provide clear, actionable strategies that are realistic, measurable, and implementable. Questions and requests for clarification may only be submitted by e-mail. Verbal and phone inquiries will not be answered. All questions and requests for clarification shall be submitted no later than 09/25/2025 at 5:00 pm to
