Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between 80 million and 100 million dollars, with a solicitation expected around March 15, 2027. Construction is slated to begin in September 2027 and span approximately two years, divided into two dredging seasons ending August 31, 2029. The scope involves the mechanical dredging of approximately 5.5 million cubic yards of material using closed clamshell buckets. The work is divided into two primary sequences. First, the contractor must construct a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, which includes digging an access channel and excavating 3.2 million cubic yards of material for disposal at four designated sites. Second, the contractor will perform maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth, removing approximately 2.3 million cubic yards of material to be placed in the newly constructed CAD cell. Strict operational requirements include maintaining a production rate of 300,000 cubic yards every 30 calendar days, working 24 hours a day, 7 days a week. All activities must adhere to prescribed environmental windows to protect aquatic wildlife, and extensions to these windows are not permitted. Interested firms must demonstrate experience with mechanical dredging at the required production rate and open water placement in New England during winter months. Capabilities packages are due by December 3, 2026.

The US Army Corps of Engineers Buffalo District is conducting a market research effort to identify qualified firms capable of performing the Lorain West Breakwater Repair (Phase II) and Oswego Breakwater Repair projects. The scope involves supplying and placing bedding stone, underlayer stone, and armor stone for breakwater repairs in Lorain, Ohio, and Oswego, New York, with post-placement surveys required for each stone layer. The estimated project value ranges from $5 million to $10 million. This market survey is solely for informational purposes and does not constitute a solicitation or guarantee future contracting actions. Interested firms must be registered in the System for Award Management (SAM) and are encouraged to provide details of relevant experience, including up to three projects demonstrating similar scope and size, along with references and equipment capabilities. Responses are to be submitted via email by September 25, 2025, to designated contacts, with a size limit of 20MB per email. The government emphasizes that responses are not offers and will not be returned, and that participation in this market survey does not obligate the government to issue a future solicitation. The project requires firms to demonstrate experience in marine construction, specifically related to breakwater repairs, and to specify the marine equipment they would utilize. This effort aims to inform future procurement strategies and ensure the government can identify capable contractors for this significant coastal repair project.
