Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation AG-8379-S-15-0021 is issued as a Request for Quotation (RFQ) with an issue date of August 06, 2015 and a closing date of August 24, 2015 at 10:00 AM MDT. The attached solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. This is a Total Small Business Set-Aside under NAICS 115310, with a small business standard of $19.0 M. The Santa Fe National Forest Supervisor's Office is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for Cutting, Skidding and Decking Services. Responses to solicitation AG-8379-S-15-0021 must be in accordance with specifications which can be found in the attached solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other evaluation factors in section M of the solicitation document considered. INTRODUCTION Background & Scope of Contract (See attached solicitation document, maps, specifications, etc.) The solicitation is for cutting, skidding, decking of forest fuel wood on 273 acres on the Jemez Ranger District of the Santa Fe National Forest in the State of New Mexico. The treatments consist of cutting (thinning according to a silvicultural prescription), skidding and decking of cut logs greater than 6 inches DBH. The Contractor shall furnish all labor, equipment, quality control inspections, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the contract. The contract Scope of Work includes cutting, skidding and decking of forest fuel wood. All aspects of the work program shall be performed in an organized, systematic manner to assure services shall be performed over the entire unit. This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. The performance period will begin approximately September 28th, 2015. This date is weather and site dependent. Objectives, Description, Location The objectives of the Los Griegos Cut-Skid-Deck Project are to reduce the area's susceptibility to bark beetle, reduce wildfire risk to adjacent community, and promote aspen regeneration. The project area is adjacent to the Los Griegos subdivision, which is a CWPP identified wildland urban interface (WUI). The treatments associated with this project will complement previous fuels reduction in the area. All work will be performed on the Jemez Ranger District, Santa Fe National Forest.
