Requirement:
The Contractor must carry out the Work, maintenance and alterations of the Canadian Coast Guard Vessel CCGS Louis Saint Laurent in accordance with the solicitation and its attached documents..
Bidders' Conference:
A bidders' conference call will be held on Wednesday January 18, 2023, at 3PM (NST).
The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide to the Contracting Authority, by email to Haitham.Abbas@tpsgc-pwgsc.gc.ca, the name(s) of the person(s) who will be attending no later than Monday January 16, 2023, at 4PM (NST). Without confirmation, the bidders’ conference could be cancelled.
Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
Site Visit - Vessel:
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Pier 17, 20 U.S. Army Dockyard, St. John's, NL A1A 1A1 on January 17, 2023. The site visit will begin at 10:00 NST.
Bidders must communicate with the Contracting Authority no later than Monday January 16, 2023, at 4PM (NST) to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
Work Period:
Commence: April 3, 2023 Complete: June 30, 2023
Additional Instructions to Work Period:
The vessel will be manned during the work period and will be considered to be in commission. The vessel during that period will remain in the care or custody of Canada and under its control.
Sourcing Strategy:
The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement.
This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).
The Crown retains the right to negotiate with suppliers on any procurement.
