The total anticipated quantity includes 75 units of Low Temperature Calibration Baths and 73 units of High Temperature Calibration Baths, encompassing initial buys and options with deliveries scheduled over multiple fiscal years through 2030. Offers are to be submitted electronically to designated government contacts by June 23, 2026, with stringent submission requirements including a 90-day validity period, detailed technical proposals with line-by-line responses to purchase descriptions, and compliance with data and warranty documentation requirements. The procurement is a full and open competition under NAICS code 334516 with a small business size standard of 1,000 employees. Contract performance places emphasis on comprehensive technical data deliverables, including a complete Technical Data Package (TDP) following MIL-STD standards, which must document design, manufacturing, inspection, and packaging protocols alongside specified operator, maintenance, safety, and training manuals in searchable iPDF format. The contract includes extensive quality assurance and unique item identification requirements per MIL-STD-130 and MIL-STD-129, prescribing machine-readable Data Matrix barcodes with verified formatting for all items. Inspection and acceptance will occur at the destination facility in Heath, Ohio, with government-led testing and acceptance procedures completed within 45 days of delivery. The offer evaluation prioritizes technical acceptability above price with a trade-off approach, requiring thorough compliance and quality commitments. Payment will be effected electronically via Wide Area Workflow (WAWF), necessitating SAM registration and contractor training for electronic invoice submission. Additional contract clauses address cybersecurity prohibitions, hazardous material reporting, prohibition on hexavalent chromium, subcontractor controls, whistleblower rights, and requisite security certifications, underscoring compliance with recent FAR and DFARS revisions. Overall, the award will be made to the offeror whose proposal best balances technical merit and cost to provide reliable, new calibration equipment with full one-year OEM warranty, delivered FOB destination to the specified Air Force calibration laboratories.
