The Missile Defense Agency is soliciting proposals for the development of a cost-effective infrared (IR) interceptor seeker under solicitation MDA27BZ02-DV001. The goal is to reduce production costs through innovations in material development, advanced manufacturing, or commercial-off-the-shelf integration while maintaining acceptable performance. Proposals may focus on full seeker solutions—including the cover, optical system, IR sensor, gimbal, and electronics—or specific components such as focal plane arrays and cooling systems. To meet requirements, the final production cost must be below a threshold of $250,000, with an objective target of less than $150,000. Solutions must support high-throughput production and include a plan for performance demonstration in a ground test facility, specifically identifying relevant threats such as ballistic or hypersonic missiles. This Phase I effort, typically lasting six to twelve months, is a total small business set-aside. Awards are based on best value, evaluating the technical merit of the approach, the qualifications of the investigators, and the potential for commercial application. Proposers must submit a seven-volume proposal via the DoW SBIR/STTR Innovation Portal by December 2, 2026. Strict compliance is required regarding technical data marking, cybersecurity through CMMC and DFARS 252.204-7012, and the disclosure of organizational conflicts of interest. All proposing small businesses must be registered in the System for Award Management to receive payment via Wide Area WorkFlow.

Full Description

Develop a cost-effective IR interceptor seeker through methods such as novel material development, advanced manufacturing and/or scalability, novel commercial-off-the-shelf (COTS) integration, or other innovations that could reduce costs and maintain acceptable seeker performance. Both full seeker solutions and novel seeker components (focal plane array, readout integrated circuit, cooling system, telescope optics, etc.) are acceptable so long as cost savings are explicitly quantified in the proposal. A "full seeker" solution should include: Cover (if applicable), telescope assembly/ optical system (lenses, mirrors, filters, etc.), the IR sensor (filter, Focal Plane Arrays (FPAs) Readout Integrated Circuit, cooling systems (if applicable, etc.), gimbal system (as applicable), signal processing electronics, and the Final seeker production cost should be less than $150,000 for objective cost or less than $250,000 for threshold. Proposed solutions should be amenable to repeatable high throughput production processes. Proposal should include a plan for demonstration of seeker performance in a ground test facility. Additionally, proposers should identify the threat type(s) (ballistic, hypersonic, cruise missile, etc.) that are relevant to the proposed technology, and any assumptions made concerning the technology or its integration into the missile defense system should be explicitly referenced.
