The Missile Defense Agency is soliciting Phase I proposals for the development of affordable, scalable, and rapidly producible insulation technologies for solid rocket motors. The primary objective is to replace legacy filled polymer methods with novel materials and processing techniques that reduce production time and cost, specifically for polymer matrix composite and metallic motor cases. Key technical requirements include the development of reusable or low-cost consumable mandrels that ensure thrust misalignment of less than 1 degree, a 20-year storage life capable of withstanding temperatures as low as -40 degrees Celsius, and adequate propellant adhesion. Deliverables include sub-scale insulated cases, material characterization of thermal conductivity, and erosion rate characterization via sub-scale motor tests. This is a total Small Business Set-Aside under the SBIR/STTR mandate, requiring proposers to be registered in the System for Award Management and the SBA Company Registry. Awards are based on a best value trade-off analysis, prioritizing technical approach, investigator qualifications, and commercial potential over cost. The Phase I period of performance typically spans six to twelve months. Contractors must adhere to strict security and legal guidelines, including CMMC and DFARS 252.204-7012 for safeguarding covered defense information, and must disclose any organizational conflicts of interest. All proposals must be submitted as a single PDF via the DoW SBIR/STTR Innovation Portal.

Full Description

Solid propellant rockets use insulation to protect motor cases from the high temperature combustion gases and, in the case of composite cases, prevent egress of gases. Heritage methods for insulating motor cases utilize filled polymers with low thermal conductivities which absorb heat as they decompose. The insulation layer is typically applied through time consuming processes on custom mandrels which require significant manual labor. The Government seeks novel insulation material/processing technologies which reduce insulation processing time and/or cost compared to legacy processes for a variety of motor case geometries and sizes. The primary motor case materials of interest for this solicitation are polymer matrix composites, though applicability to metallic cases is also desirable. Proposals developing reusable or low-cost consumable mandrels which can be easily and quickly removed after insulation lay-up and winding are also of interest. The proposed insulation solution must consider stress limitations in the propellant with variations in temperature during storage and operation. The proposed insulation technology should also meet or exceed the insulating ability of the current state of the art with equal or lower inert mass with an increased production rate and/or lower per unit price.

Performance Enhancement of Solid Rocket Motors Applied to Existing Systems
Solicitation # MDA27BZ02-DV006
The Missile Defense Agency is soliciting proposals under solicitation MDA27BZ02-DV006 for the performance enhancement of solid rocket motors applied to existing systems. This Phase I SBIR effort focuses on overcoming current limitations in solid rocket motor propellant formulations and motor designs to increase the capabilities of both defensive and target systems. The objective is to research and develop methods such as burn-rate enhancement, particle size modifications, and propellant composition optimization to optimize performance within constrained form factors. This is a total small business set-aside, and awards are anticipated to be firm-fixed-price or cost-reimbursement contracts. Proposals must be submitted via the DSIP portal by December 2, 2026, and are evaluated based on a best value trade-off analysis. The primary evaluation criteria are technical approach, investigator qualifications, and commercial potential, which are weighted significantly more heavily than cost. Key requirements include strict adherence to marking and labeling for technical documents to comply with the Arms Export Control Act and the Export Administration Act of 1979. Additionally, contractors must comply with CMMC and DFARS 252.204-7012 standards to safeguard federal contract information and controlled unclassified information. Proposers must provide a comprehensive submission across seven volumes, including technical, cost, and commercialization reports, while disclosing any organizational conflicts of interest or foreign affiliations.

Next-generation Green Monopropellant Gas Generation
Solicitation # DAF27TX02-DV502
The United States Air Force, through the Department of Defense, is soliciting proposals for a Direct to Phase II STTR project titled Next-generation Green Monopropellant Gas Generation (Solicitation DAF27TX02-DV502). The goal is to develop an energy-efficient, precision propellant feed system that converts next-generation liquid monopropellants, such as ASCENT, into non-reactive vapor for use in electric propulsion (EP) thrusters. This Multimode Propulsion capability is intended to support Dynamic Space Operations by combining high-thrust chemical propulsion with high-energy electric propulsion. The required technology must support EP systems ranging from sub-kW to 100 kW, provide real-time telemetry for mass flow rate, temperature, and species composition, and maintain stable molecular composition during both steady-state and pulsed operations exceeding 5 Hz. Key technical requirements include minimal SWaP, the use of materials resistant to green monopropellants, and a rapid warmup time of less than 10 minutes or on-demand gas generation. This total small business set-aside solicitation requires proposals to be submitted via the DSIP portal by January 6, 2027. The general period of performance for Phase II is 24 months, with quarterly status reports and annual commercialization updates required. Proposals are evaluated on a competitive basis focusing on technical merit, innovation, mission impact, and the qualifications of key personnel. Applicants must provide a comprehensive submission including a technical volume, cost volume, and a Regulatory Compliance Initial Safety Assessment. Security requirements include a projected CMMC Level 2 certification and compliance with NIST SP 800-171 Revision 2. The project is aligned with the Contested Logistics Technologies Critical Technology Area to enhance space mobility operations.
