Homeland Security Cutter - Light Icebreaker (HSC-L) Solicitation
Solicitation # 70Z02326R93280004
The United States Coast Guard is soliciting proposals under RFP 70Z02326R93280004 for the acquisition of seven Homeland Security Cutter - Light Icebreaker (HSC-L) vessels. This is a total small business set-aside IDIQ contract utilizing a Commercial Fixed Price with Economic Price Adjustment (FP-EPA) structure. The selected shipbuilder will be responsible for the design, fabrication, construction, testing, delivery, and logistical support of the vessels, which are intended to recapitalize light icebreaking capabilities in the Northeast region and maintain a projected 30-year life cycle. Key technical requirements include the integration of standardized navigation, identification, and radio systems, with final delivery and acceptance occurring at the USCG Yard in Baltimore, Maryland. The procurement follows a two-phase advisory down-select process. Phase 1 focused on design and production capability and past performance, while Phase 2 evaluates project approach, schedule, and price. Award decisions are based on a best-value tradeoff approach, where non-price factors are significantly more important than price. The contract includes various line items for design and engineering, long lead time materials, production, and technical data submissions. Compliance is mandated across several federal and agency standards, including Buy American requirements, cybersecurity protocols, and specific USCG naval engineering and coating standards.
