The Naval Air Systems Command, specifically the Air Combat Electronics Program Office, intends to issue a sole source contract modification to BAE Systems Information and Electronic Systems Integration, Inc. under production contract N00019-11-C-0019. This effort focuses on the redesign and multiplatform Engineering Fleet Support for the Low Probability of Intercept Altimeter program, specifically supporting the RT-1805/APN radar altimeter receiver/transmitter. The contract utilizes a combination of firm-fixed-price and cost-plus-fixed-fee line items to cover technical engineering, integration, and operations support, as well as the redesign of the digital signal processor circuit card assembly to address parts obsolescence. BAE Systems is designated as the sole source for this requirement because they are the original developer of the LPIA product family and maintain the proprietary rights to the equipment. The scope of work includes specialized engineering investigations, software upgrades, and out-of-warranty repairs for production and pre-production units. With an estimated total value of 33,230,000 dollars covering actions through fiscal year 2014, the award is justified under statutory authority for cases where only one responsible source can satisfy agency requirements, thereby avoiding substantial duplication of costs and unacceptable delays.
