Lower Monumental Governor Oil Pump Unloader Valve Kits

The U.S. Army Corps of Engineers, Walla Walla District, is awarding a Firm-Fixed-Price supply contract to Emerson Process Management Power & Water Solutions, Inc. for the procurement of Governor Oil Pump Unloader Valve Kits. This sole-source acquisition, conducted under FAR 13.106-1(b), is necessary to replace obsolete mechanical unloader valve assemblies on Pelton C310 main pumps and C90 jockey pumps for Main Units 1–3 at the Lower Monumental Lock and Dam in Kahlotus, Washington. The procurement includes one initial dual unloader assembly kit and two follow-on kits for main pumps, one initial single unloader kit and two follow-on kits for jockey pumps, and one spare parts kit. Emerson is designated as the sole source due to its proprietary ownership of American Governor Company and Pelton patents, ensuring the new digital retrofit kits are fully compatible with existing AGC digital control systems and PLC-based infrastructure. This integration is critical for operational reliability and fish passage season, with the government noting that any alternative would require a full system redesign costing over 2 million dollars. All deliverables must be provided within 20 weeks of the contract award. Acceptance of the equipment will occur at the place of performance in Kahlotus, Washington, based on functional performance and system interoperability.
