LRASM MOFP Update

The Naval Air Systems Command has issued a sole-source justification for the LRASM MOFP Update to support the Long-Range Anti-Ship Missile (LRASM) Weapon System, specifically the AGM-158C-1 and AGM-158C-3 variants. Awarded to Lockheed Martin Corporation-Missiles Fire Control under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the contract is structured as a Basic Ordering Agreement (BOA) utilizing both Fixed Price and Cost Reimbursable orders. Lockheed Martin is identified as the only responsible source capable of fulfilling the requirements due to its role as the sole designer, developer, and manufacturer, and its exclusive possession of proprietary technical data and software source code. The scope of work focuses on the continued maturation, sustainment, and enhancement of U.S. offensive air-launched anti-surface warfare capabilities. Key activities include non-recurring engineering, software updates, obsolescence management, production support, and training. Performance will take place in Orlando, Florida, with the authority for the agreement extending through September 30, 2029. Because Lockheed Martin holds all critical design drawings and technical data, the government has determined that awarding to any other source would result in substantial duplication of costs and jeopardize operational readiness.
