The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for two critical parts needed immediately for maintenance of the 154' Fast Response Cutter (FRC) vessels: a lubrication oil engine cooler (NSN 2930-12-391-3431) and a special 5-wire harness cable assembly for the trolling device on the reduction gear (NSN 6150-12-391-9000). Both items are manufactured by Zahnradfabrik Friedrichshafen AG, with specific part numbers provided, and a quantity of one each is required. These parts are essential for the proper functioning of the reduction gear system on the vessels. Delivery is to be made promptly to the Coast Guard Sector San Juan in Puerto Rico, addressed to AMM Javier Bringas, with a follow-up shipment to the Coast Guard SFLC Receiving Room in Baltimore, MD. The Coast Guard explicitly rejects standard commercial packaging and requires compliance with their specific packaging standards. This is a combined synopsis and solicitation issued under simplified acquisition procedures per FAR Subpart 12.6 and FAR 13.106, targeting suppliers registered with SAM and possessing a valid DUNS number. The solicitation is open to all responsible offerors, with the intended award being a firm fixed-price contract on an all-or-none basis to the lowest price technically acceptable vendor. The NAICS code for this procurement is 333618, with no small business set-aside applied. Offerors must provide detailed certifications including foreign ownership status per HSAR regulations and comply with numerous FAR clauses concerning contract terms, labor standards, trade restrictions, and anti-trafficking provisions. The deadline for quotation submission is February 26, 2026. The solicitation underscores the importance of adherence to statutory and regulatory requirements, mandates submission of FAR 52.212-3 documentation, and enforces buy American and restrictions on foreign purchases, reflecting the strategic importance of these parts for Coast Guard operational readiness.
