The U.S. Food and Drug Administration intends to award a sole source contract to Aptar Stelmi for the procurement of 13mm and 20mm Bromobutyl Rubber Ultraclean Lyophilization Stoppers. These specific components are required for use with the Cozzoli Vial Filling and Stoppering Machine, as the equipment has already been validated and qualified using these particular stoppers. Utilizing an alternative supplier would necessitate the fabrication of new parts and a full revalidation process lasting over a year, which would delay the testing and release of critical influenza vaccines and negatively impact public health. This procurement is conducted under the authority of 10 USC 2304(c)(1) due to the existence of only one responsible source, with the action categorized under NAICS code 326299. The projected award date is February 7, 2017, following a response deadline of February 6, 2017, for any other firms to submit capability statements. The performance for this contract will take place in Silver Spring, Maryland.

Notice of Intent to Award a Sole Source Contract - FDA1176369 The U.S. Food and Drug Administration intends to make a sole source award to Aptar Stelmi for Lyophlization Stoppers to be used with the Cozzoli Vial Filling and Stoppering Machine. The performance qualification and validation of the Cozzoli Vial Filling and Stoppering Machine was performed using 13mm Bromobutyl Rubber Ultraclean, double Tyvek/Plastic Lyophilization Stoppers and 20mm Bromobutyl Rubber, Ultraclean Aptar Lyophlization Stoppers. The continued use of the Aptar Lyophlization Stoppers are required as using a different stopper would mandate revalidation and fabrication of new parts which ultimately take over a year to manufacture and additional funding.
