Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

NASA/ Ames Research Center (ARC) intends to extend Contract NNA10DE11C, Aircraft and Airfield Related Services, with L-3 Communications Vertex Aerospace, LLC on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period will be extended for an additional seven (7) months, consisting of a four (4) month base period and 3, one-month option periods. The period of performance will be extended from April 1, 2016 through October 31, 2016 if all options are exercised. The extension will increase the current contract value. The purpose of the extension is to continue to provide on-going mission critical aircraft services for aircraft operations, maintenance, and research at NASA ARC. These mission-critical services support research, technical investigations, scientific studies, airworthiness activities, and flight operations. The required services support the U.S. Army Aeroflightdynamics Directorate (AFDD) (known at NASA-ARC as the AFDD Flight Projects Branch or Code YSF), the SIERRA Project Unmanned Aerial System (Code SG), and the Aviation Management Office (Code JO). The current contractor, L-3 Communications Vertex Aerospace, LLC, is considered the only contractor that can support the NASA/ARC's requirements under contract NNA10DE11C given the extension's short period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to wendy.l.takeguchi@nasa.gov, not later than 1:00 p.m. local time on Wednesday, February 17, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . Information about major upcoming ARC procurement actions is available at http://ec.msfc.nasa.gov/cgi-bin/eis/admin/admin.cgi?center=ARC
