THIS IS A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the Defense Logistics Agency (DLA) will issue a final RFP for the cost-comparison study in obtaining the most efficient and cost-effective method of providing selected installation management services functions performed at the Defense Logistics Agency Enterprise Support sites located at DSCC, Columbus, OH; DSCP, Philadelphia, PA; DSCR, Richmond, VA; and DLA Headquarters, Fort Belvoir, VA; on or about February 27, 2009 and will be available at http://www.dla.mil/a-76/contracting/DES.aspx. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The acquisition will be unrestricted. The resultant contract, if any, will be awarded on an all-or-none basis as a fixed-price contract with cost-reimbursement provisions. The contract performance period will be a two-year base period with the potential of three additional one-year option periods.
