This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Cetner (AFCEC), is seeking an innovative commercial partner to execute this project in two distinct Lines of Effort (LOE); Design & Planning (LOE 1), Physical Construction (LOE 2) for the scope defined as follows. The Government intends to upgrade both the Joint Base San Antonio (JBSA) - Lackland West facilities and the Chapman Training Annex, beginning with the Chapman Annex. The total 341st Training Squadron requirement is to house and train 850 dogs across two sites to support the Defense Military Working Dog (MWD) Kennel Program.

This AOI seeks an innovative partner to rapidly develop a comprehensive, site-specific, and constructible design package using non-traditional construction approach built on Engineered Tensile Facilities (ETF) as the baseline structure. This initial Line of Effort (LOE 1) Design & Planning: will focus exclusively on delivering a mature design and a firm, executable plan for the full construction effort.The primary goal of LOE 1 is to produce a detailed, site-specific plan that enables a rapid and predictable approach for LOE 2: Physical Construction.
