The City of Fresno Capital Projects Department is seeking qualified architectural and engineering firms to provide on-call consultant services for a variety of vertical building projects, facility improvements, and infrastructure-adjacent works. The scope of services is comprehensive, encompassing new construction, renovations, seismic upgrades, historic preservation, sustainability improvements, and hazardous materials abatement. Additionally, the selected firms will support master planning, feasibility studies, and the design of site improvements such as parking, recreation, and public safety facilities. The contract is structured as an on-call agreement with an estimated total value of 2,000,000 dollars over an initial five-year term, with a possible one-year extension. Work will be assigned via individual task orders, which will specify the scope, deliverables, and performance schedules. The selection process involves a two-stage evaluation. Initially, firms are screened based on their Statement of Qualifications, which must be submitted via PlanetBids by November 20, 2026, and must not exceed 35 pages. Shortlisted firms will then undergo a final evaluation consisting of interviews and presentations. Once established, task orders will be awarded based on factors such as personnel availability, staff capabilities, cost proposals, and past performance. The contract requires adherence to ADA and CBC Chapter 11B accessibility standards, as well as the payment of prevailing wages. Invoicing must be itemized by task order and submitted within 30 days of work performance, with reimbursement occurring within 30 days of receipt by the City Contract Administrator.
