Main Jail – Hall of Justice – Refurbish Existing Pipe Chase Leak Detection System

The Main Jail facility at 651 I Street houses a proprietary leak detection system for sanitary and pressure water lines, which is currently non-functional. This system is critical for maintaining operational continuity and safety in a secure correctional environment. The refurbishment project aims to restore full functionality to the leak detection system. The contractor will be responsible for refurbishing the Raychem Tracetek leak detection system, including water sensing cables, zone connectors, leader cables, and control/monitoring modules. All work must be performed by technicians trained and certified by the system manufacturer. The system will be integrated with the facility's building management system for alarm and fault monitoring. A key challenge is the need to coordinate all site activities with the Sacramento Sheriff Organization (SSO), adhering to strict security protocols and allowable construction times. Work on the second and third floors is limited to 12pm–4pm, and all personnel must pass background checks and be escorted while onsite. Contractors must comply with personal protective equipment requirements, including N95 or P-100 respirators for work in designated pipe chases, and follow all site safety and operational procedures. The contractor is required to test the continuity of existing jumper (leader) cables between pipe chases. The basis of bid assumes these conductors are suitable for reuse. If this is found not to be the case however, an allowance is provided to replace up to ten (10) of these conductors between pipe chases if tests indicate failure. All work must be coordinated with the County Project Inspector and SSO, and the contractor is responsible for protecting all property, maintaining site safety, and submitting all required documentation, including as-built drawings, test results, and operation manuals.
