This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award on a sole source basis, a Firm Fixed-Price (FFP) contract for Maintenance and Repair Support Services for three (3) Muhlbauer ID-60 Automated Credential Printers in accordance with 41 U.S.C. 1901 as implemented by FAR 13.106(b)(2). The United States Coast Guard (USCG), National Maritime Center (NMC) intends to award a sole source FFP contract to Muhlbauer, Inc. for Maintenance and Repair Support Services for three (3) Muhlbauer ID-60 Automated Credential Printers. In accordance with 41 U.S.C. 1901 as implemented by FAR 13.106(b)(2), Muhlbauer, Inc. is the only source capable of providing the supplies or services at the level and quality required because the software licenses and parts from Muhlbauer, which are customized for the USCG, are unique or proprietary to Muhlbauer, Inc. Market research revealed that Muhlbauer, Inc. does not authorize other vendors to perform maintenance on its Credential Printers due to lack of proprietary software and parts. The North American Industry Classification Code (NAICS) for this requirement is 811310, Commercial and Industry Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. While this notice does not constitute a solicitation, all interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency. The USCG understands that Muhlbauer, Inc. is the only vendor that can provide the proprietary service (hardware and software) upgrades and maintenance for the ID-60 Credential Printers described above. However, vendors that believe that they can provide the capabilities required to fully meet the USCG's requirement may submit information in writing to Debora.L.Wells@uscg.mil within fifteen (15) calendar days after the publication of this notice. Such documentation will be reviewed solely for the purposes of determining whether to conduct this procurement on a competitive basis. A determination not to compete this requirement is solely within the discretion of the USCG. Vendors are advised that the USCG will not pay for any proposal or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the vendor's expense.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
