The Mobile District Corps of Engineers intends to enter into a sole source supplemental agreement with Goodloe Marine, Inc., based in Apollo Beach, Florida, to modify an existing construction contract initially awarded in February 2005 for maintenance dredging at Pascagoula Harbor, Mississippi. The original contract involved dredging the upper reaches and lower adjacent areas of the harbor but excluded the Horn Island Pass Channel. Due to additional shoaling caused by Tropical Storm Cindy in July 2005, there is a new requirement for dredging specifically in the Horn Island Pass Channel. To avoid delays and negative impacts on navigation, the government finds it beneficial to adjust the ongoing contract with Goodloe Marine rather than opening the process for competitive bidding. This action is in accordance with federal regulations allowing other than full and open competition under specific circumstances. The notice is not soliciting offers but serves as formal communication regarding the intention to proceed without competition. Comments or inquiries can be submitted within fifteen days of the notice’s publication. The associated NAICS code for this procurement is 237990, covering heavy and civil engineering construction activities related to maintenance dredging. The work falls under the Department of Defense, specifically the W074 Endist Mobile office, located in Mobile, Alabama.
