Full Description
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Malvern Panalytical Inc. located at 2400 Computer Drive, Suite 201, Westborough, Massachusetts 01581, under the authority as prescribed in RFO FAR 13.101(b).
The requirement is for a full coverage service agreement for a Gel Permeation Chromatography (GPC)/Size Exclusion Chromatography (SEC) system to include yearly preventative maintenance, onsite repair visits (travel and labor), factory supplied parts for repair, consumable parts required for repair, software updates, additional software compliance and software services, and software maintenance agreement (SMA). The original equipment manufacturer of the GPC/SEC system, Malvern Panalytical, Inc., is the only known company capable of providing the required factory parts, proprietary software updates, proprietary factory-recommended upgrades, training, and factory authorized escalation services. The use of OMNISEC software is required because the GPC/SEC can only function using that specific software. Malvern Panalytical is the only company with access to proprietary performance verified components, parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications for the Malvern Panalytical instrument. No company other than Malvern can provide updates and service technical issues related to the software.
