Maintenance, Repair & Integration of Highway Video & Traffic Data Transport Sys

The Connecticut Department of Transportation is seeking a contractor to maintain, repair, and integrate the state’s highway video and traffic data transport system to ensure continuous operation in alignment with original manufacturer standards. The system supports critical functions such as monitoring incidents, managing road work, detecting recurring congestion, responding to weather events, and issuing Amber Alerts across state highways. The scope includes servicing a range of specialized equipment such as Ethernet switches including Hirschmann Greyhound and Bobcat Series models, Network Customer Service Units like Rad Data Communications Rici and IPMux-Series, video matrix switches including American Dynamics AD1024 and Megapower 3200, KVM equipment from Raritan Dominion Series, and field equipment cabinets. The contractor must also provide all technical documentation, specifications, user manuals, and system-related materials, and is obligated to implement system improvements at no additional cost to ensure compatibility with new operating systems, databases, or application servers. Performance is governed by State of Connecticut requirements, including compliance with the State Comptroller’s financial system specifications, HIPAA and HITECH Act standards for data privacy, and adherence to the Americans with Disabilities Act. The contractor must maintain commercial general liability insurance of at least $1 million, workers’ compensation and employer’s liability coverage as mandated by Connecticut law, and a separate information security and privacy policy with $1 million per occurrence and annual aggregate limits covering breaches, cyber extortion, data loss, and other cyber incidents. All work must be performed in Connecticut, with deliverables shipped F.O.B. Hartford or other locations specified by the agency. Payment is made via ACH or the State’s P-Card Program within 45 days after month-end receipt of a properly documented invoice, submitted no later than the 15th day of the following month. Invoices must include detailed line items, contractor FEIN, purchase order numbers, ticket numbers, work periods, traffic control prices, and other specified data. The contractor is required to enroll in ACH through the State Comptroller’s office prior to invoicing. Contractual obligations include indemnifying the State against liability, complying with state ethics laws, and certifying no fraud, collusion, or improper gifts to public officials. A minority business enterprise status declaration is required, along with disclosure of any former state employees or public officials serving as consultants under the contract.
