The U.S. Coast Guard Surface Forces Logistics Center plans to procure Major Stern Tube Seal Assembly Replacement Parts and Log Shaft Seal Assembly Replacement Parts Kits exclusively from Wartsila Defense Inc., citing the proprietary nature of the technical information and the belief that only Wartsila can provide parts meeting the exact original equipment manufacturer (OEM) specifications. The contract involves purchasing five units of each specified part, with delivery to Baltimore, Maryland, on an F.O.B. Destination basis. This acquisition is currently anticipated to be a sole-source award to Wartsila Defense Inc. However, the Coast Guard invites other potential suppliers with the capability to obtain the necessary technical, engineering, and manufacturing data from Wartsila and who can supply equivalent parts to submit detailed capability information within 10 days of the announcement. Such submissions must include current engineering data demonstrating the parts’ acceptability and evidence of prior successful manufacturing for either the government or OEM. Additionally, the Coast Guard is seeking information on whether responding firms are eligible for HUBZone or Service-Disabled Veteran-Owned Small Business (SDVOSB) set-asides under applicable FAR regulations. Interested parties who intend to submit offers should notify the contracting office accordingly, providing sufficient detail to support consideration for a set-aside status. If no other capable suppliers respond, the Coast Guard plans to negotiate directly with Wartsila Defense Inc. No further notices will be issued prior to contract award. This procurement pertains to NAICS code 336611 and is managed by the SFLC Procurement Branch in Baltimore, Maryland. Responses and inquiries should be directed to the identified contract specialists by the stated deadlines to ensure full consideration in the process.
