Malaria Surveillance Activities, Yemen

The Department of Defense, through the Navsup Flc Sigonella Naples Office, is seeking a contractor to provide clinical and laboratory support for malaria surveillance activities in Aden, Yemen. The primary objective is to coordinate research activities within government and private medical centers to support NAMRU-EURAFCENT projects. The scope of work includes enrolling between 400 and 600 cases per year, performing rapid diagnostic testing and microscopy, administering questionnaires, and ensuring the availability of real-time PCR equipment for molecular testing. The contractor is also responsible for maintaining monthly inventory records and adhering to specific storage and regulatory standards provided by NAMRU-EURAFCENT. The anticipated contract is a firm-fixed-price agreement with a base period of 12 months, running from July 15, 2026, to July 14, 2027, with two additional option years. A unique logistical requirement includes the potential for the contractor to provide a physical courier to hand-deliver study samples from Aden, Yemen, to the NAMRU-EURAFCENT laboratory at Camp Lemonnier, Djibouti, if commercial shipping is unavailable. Performance will be monitored via a Quality Assurance Surveillance Plan, and the government may require the correction of defective work at no additional cost. This current phase is a sources-sought notice for market research, requesting capability statements and feedback on the draft Performance Work Statement by September 1, 2026.
