ACAN (01R11-24-C004) MANURE SPREADING SERVICES - Lacombe, AB This Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that Agriculture and Agri-Food Canada intends to award a service contract to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a Statement of Capabilities. If no supplier submits, a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in this ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier. REQUIREMENTS: The Contractor is required to provide the following services: 1) Liquid Manure Removal and Spreading: 1. Empty the manure storage tank in the FALL (prior to freeze-up) and SPRING (depending on winter usage), to the satisfaction of the Farm Manager. 2. Remove manure from the storage tank using a straight wall pump in order to agitate the manure. Tank capacity is approximately 750,000 gallons. 3. Apply the manure to designated fields. Manure must be applied by drag hose injection system. Application rate will be mutually agreed to by both parties (between 7000 & 10,000 gallons per acre). 4. Provide the Farm Manager with a one (1) litre sample of the effluent being injected, an accurate application rate that was used, and the fields that were applied. 2) Manure/Compost Spreading (as and when required): 1. Load and Haul manure/compost that has been marked for spreading from the compost yard and various bedding grounds. 2. Spread manure/compost evenly and accurately on pastures as directed by the Farm Manager, prior to winter freeze-up of the ground. Spreading will be on a metric tonne/acre basis, with rates as determined in consultation with AAFC staff. 3. Weigh all manure/compost being spread, using scales on wheel loader or truck. 4. Provide the Farm Manager with the amount of manure/compost that is handled, land location where applied, and the application rates used. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES : Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: - Removal of liquid manure from the Facility’s storage tank, apply by injection to designated fields, and spread manure/compost to designated pastures on an as needed basis as per the requirements stated above. - Own or have access to trucks and/or a loader/excavator equipped with scales. CONTRACT PERIOD: July 1, 2023 to March 31, 2024, with four (4) one (1) year option periods. ESTIMATED VALUE: $ 110,00.00 (plus applicable taxes) for the Initial Contract Period Option Year 1: $ 110,000.00 Option Year 2: $ 110,000.00 Option Year 3: $ 110,000.00 Option Year 4 : $ 110,000.00 Total: $ 550,000.00 (plus applicable taxes) PRE-IDENTIFIED SUPPLIER : 1876903 Alberta Ltd. O/A Meinema Custom Farming Ltd. RR #3 Lacombe, AB T4L 2N3 SOLE SOURCE JUSTIFICATION: This requirement has previously been posted on GETS twice resulting in only one bid received each time. AAFC is not aware of any local supplier who has the equipment to spread liquid and solid manure. Its not economically feasible for a company outside the Lacombe area to compete on this requirement. Government Contracts Regulations Exception and Limited Tendering Reason: Section 6 (d) has been invoked for this procurement as only one supplier (person/firm) is capable of performing the contract. Where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. ACAN NOTICE: You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. STATEMENT OF CAPABILITIES CLOSING DATE AND TIME: The closing date and time for acceptance of Statement of Capabilities is May 19, 2023, at 2:00 pm CST. Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities by Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities. The Crown retains the right to negotiate with suppliers on any procurement.
