Marine Corps Tactical Instrumentation System Support Extension

Saab Inc. of Orlando, Florida, has been awarded a sole-source, fixed-price modification valued at $19,309,659 to extend support for the Marine Corps Force on Force Training Systems-Next program, previously governed by contract M67854-21-C-8051. This modification extends Contractor Logistics Support, Post Fielding Support, and Post-Deployment Software Support for an additional six months, through December 31, 2026, ensuring uninterrupted sustainment of the Marine Corps Tactical Instrumentation System across key training locations including Camp Pendleton, 29 Palms, Camp Lejeune, Orlando, MCB Hawaii, and the newly activated MCB Quantico. The funding is drawn from Fiscal Year 2026 Operations and Maintenance, Marine Corps accounts and is obligated at the time of award, with all funds set to expire at the end of the fiscal year. The acquisition was executed under the authority of 10 U.S.C. § 3204(a)(1), an Other Transaction Authority that bypasses standard Federal Acquisition Regulation (FAR) procedures, and is justified on the grounds that Saab Inc. is the exclusive provider of proprietary technical data, system architecture, and source code required for continued operational support. No competitive procurement was possible due to prohibitive costs of acquiring technical data packages, risks of system incompatibility, and the absence of viable alternative suppliers. Work is performed at multiple installations, with program oversight managed by the Marine Corps Systems Command in Quantico, Virginia. The contract includes no standard FAR clauses, no line-item pricing breakdowns, no defined packaging or marking standards, and no formal inspection or acceptance criteria beyond adherence to OEM specifications and cybersecurity compliance. The Government holds no rights to underlying technical data, and all sustainment remains dependent on Saab as the original equipment manufacturer.
