Maritime Domain Awareness

The contract solicitation for Maritime Domain Awareness (MDA) seeks a commercial, web-based solution to deliver 24/7/365 behavioral and predictive analytics of maritime activity to the U.S. Fleet Forces Command, Navy Fleet assets, U.S. Northern Command, and interagency partners. The system must ingest and fuse non-classified, commercial maritime data to provide near-real-time situational awareness through a geo-visual user interface, enabling users to track vessels, analyze associated businesses, assess risk based on behavioral patterns, and produce exportable reports. Key deliverables include access to vessel ownership, cargo, historical movements, sanctions screening alerts, and over seven years of historical data with continuous updates. The platform must comply with non-PKI commercial data standards and support secure, user-managed access controlled by the Government. The performance period is one year, beginning August 8, 2026, and ending August 7, 2027, with three user licenses included under a firm fixed price arrangement. All deliverables are to be delivered and accepted at the U.S. Fleet Forces Command in Norfolk, Virginia, with F.O.B. Destination terms applying. Compliance with Federal Acquisition Regulation (FAR) Part 12 governs the acquisition as a commercial item, with mandatory clauses addressing procurement integrity, subcontracts, whistleblower rights, foreign ownership disclosures, and prohibitions on equipment tied to state sponsors of terrorism, the Maduro regime, or the Xinjiang Uyghur Autonomous Region. Unique Item Identification (UII) markings per MIL-STD-130 and MIL-STD-129 are required for all deliverables, including machine-readable 2D Data Matrix symbology encoded with enterprise identifiers and serial numbers. Invoicing must be conducted exclusively through the Wide Area WorkFlow system, and payment is managed through the DoDAAC N68732. Evaluation will be based primarily on price, with a +10% preference for HUBZone small businesses, and the Government reserves the right to conduct a price–past performance tradeoff to determine best value—not necessarily the lowest-priced offer.
