Synopsis: W91ZLK22Q0035 This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source supply contract to Mars Labs, LLC. Cage Code: 4HJV4. Please see the attachment labeled, - JA_50 Programmable Circuit Boards_Redacted for further detail as to why this action is being negotiated solely with Mars Labs, LLC. The objective of this contract is the acquisition of Fifty (50) programmable sensor signal conditioning circuit boards to support mission critical engineering data acquisition during endurance and performance testing by the Automotive Instrumentation Division. Mars Labs Model M-ATV-4 8 channel sensor signal conditioning / circuit cards from Mars Labs, LLC are the only circuit boards best meet the minimum requirements of ATC in the areas of frame rate, image resolution, and interoperability of the current infrastructure. Circuit cards from different vendors do not meet the requirements of ATC's data acquisition suites. Unique engineering data acquisition at ATC requires that the circuit boards must meet the electrical and physical interfacing specifications to be integrated with the Advanced Distributed Modular Acquisition System (ADMAS). This requirement is unique that only Mars Labs, LLC is capable of satisfying the Government needs due to it's the only vendor that offers circuit boards with the the minimum technical specifications required for distinctive engineering data acquisition. As such, this requirement will be awarded on a sole-source basis IAW FAR 13.106-1(b)(1)(i) Soliciting from a single source (exclusive licensing agreements). The North American Industry Classification System (NAICS) for this requirement is 334418. Posting date of this requirement is 05 July 2022. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Daylight Time, 15 July 2022.
