AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm fixed price purchase order to Oyster Recovery Partnership, Inc. for the monitoring of oyster reefs in key Chesapeake Bay tributaries, including Harris Creek, Tred Avon River, Little Choptank River, St. Mary’s River, and Manokin River, during the period of performance from August 2026 through July 2027. The work will involve designing and executing field surveys to assess oyster population density, biomass, the presence or absence of multiple year classes, shell volume, and modified reef height, using established methodologies developed since 2019 to maintain data continuity critical to long-term ecological evaluation. All activities must align with the protocols documented in the 2024 Maryland Oyster Reef Monitoring Report and the Chesapeake Bay Oyster Metrics Report, and any deviations from approved methods require prior written approval from NOAA. Deliverables include GIS shapefiles of sampling locations, raw and analyzed field data in Access, Excel, or GIS formats, visualizations consistent with prior reports, and a final narrative report in Word or Google Docs, all to be delivered by specified dates throughout the performance period. The procurement is justified under 41 U.S.C. 1901 and FAR 13.106-1(b)(1) due to the unique institutional knowledge and proprietary data analysis tools held by the contractor, eliminating the need for a competitive process. Interested parties must submit a capabilities statement by Friday, July 10, 2026, at 1300 Eastern Time, via email only to Madison Vogeler and Aakanksha Bhargava at NOAA, with the exact subject line “143013-26-0020 - Maryland Oyster Restoration Monitoring.” The statement must be in Microsoft Word or Adobe PDF format, and the total size of all attachments must not exceed 20 MB. The response must provide convincing technical and cost information demonstrating the offering entity’s ability to perform the required monitoring tasks in alignment with NOAA’s established protocols, with no distinction between past performance and technical capability being required. No set aside provisions apply to this procurement, and the NAICS code is 813312. The government reserves full discretion to proceed with the sole-source award based on responses to this notice, and submissions consisting solely of questions will not be considered.
