MASS II Extension

Synopsis Posted 4 March 2016: A FAR 6.302-1 Justification and Approval (J&A) authorized the use of other than full and open competition procedures for the Department of Defense (DoD) to increase the ceiling value and extend the ordering period for task orders against contract FA4600-12-D-0001, Missile Applications Software Support II (MASS II), issued to Northrop Grumman Corporation (NGC). This contract provides maintenance and development of the Dynamic Application and Rapid Targeting System (DARTS) for United States Strategic Command (USSTRATCOM). MASS II is a single-award indefinite delivery/indefinite quantity (IDIQ) contract which was awarded to Northrop Grumman Corporation (NGC) on 29 Mar 12 with a six-month base period and four (4) one-year options (through 30 Sept 2016), plus a six-month extension (31 March 2017) per FAR 52.217-8. The IDIQ was awarded with a ceiling value of $24.5M and includes the capability to issue task orders for Firm Fixed Price, Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Cost Reimbursable line items. The J&A authorized the use of other than full and open competition procedures to extend the ordering period through 30 Sep 18, plus a six-month extension through 31 Mar 19. In conjunction with the extended ordering period, the ceiling value increases by $500,000.00 from the current ceiling of $24,492,894.00 to a new ceiling of $24,992,894.00.
