Master Sewer Plan Engineering Services

The Town of Glastonbury is seeking qualified engineering firms or individuals to provide professional services for updating the 2015 Sanitary Sewer Master Plan and conducting a Sanitary Sewer System Inflow and Infiltration study. The scope of work includes investigating grant funding opportunities, reviewing state and town planning policies, and providing analysis for future sewer system expansion based on current zoning and development. Key deliverables include an updated Sanitary Sewer Master Plan, an updated Sanitary Sewer Capacity Model with criticality data, and recommendations for Capital Improvement Projects. The project must be led by a Professional Engineer licensed in the State of Connecticut, with a target contract effective date by February 17, 2027, and a final completion deadline of March 1, 2028. The selection process involves an initial screening for completeness and capability, followed by a shortlisting and interview process. The final award will be negotiated based on the scope of services and fee structure. Applicants must submit a comprehensive proposal including a background statement, staffing roles, relevant engineering experience from the last five years, a proposed approach and schedule, and a signed Statement of Non-Collusion. Selected consultants must adhere to strict insurance requirements, including Professional Services Liability and Commercial General Liability with a minimum Best’s Rating of A-VIII, and must acknowledge the Town of Glastonbury’s Code of Ethics. Invoicing is permitted monthly, with payments due within thirty days of approval.
