The contract involves the hydraulic dredging and dewatering of approximately 50,000 cubic yards of wet material from Mastodon Lake, located within Phillips Park in Aurora, Illinois. This project addresses the issue of excessive aquatic vegetation that is adversely affecting both the water quality and the aesthetic appeal of the lake, which serves multiple recreational purposes including boating, fishing, and bird watching. The work includes utilizing up to eight designated dewatering sites around the lake, with Site 7 mandated as the primary location for stockpiling dried materials to minimize transport requirements. The contractor is expected to maximize the use of Site 7 before resorting to other dewatering sites. Bidders must submit proposals in response to the solicitation titled "Mastodon Lake Dredging - Rebid," with a deadline of March 11, 2026. The city has indicated that contractors may need to coordinate their efforts with a separate shoreline stabilization contract, potentially requiring concurrent work on site. The project is managed by the Capital Projects Manager, Ian Wade, with the City of Aurora’s Engineering Department overseeing the process. All work will take place in Illinois, and interested parties are invited to submit their bids through the city’s procurement portal.

Full Description

Phillips Park is considered the jewel of the community. Mastodon Lake, which is in Phillips Park, provides stormwater detention and is used by boaters, anglers and bird watchers and admired by park visitors. However, the Lake has developed an issue with excessive aquatic vegetation which is reducing the aesthetic appeal and negatively impacting the water quality of the Lake. The City is requesting that bidders provide a proposal for completing the work outlined in the plans, which includes the hydraulic dredging of 50,000 cubic yards of wet material and dewatering in up to eight locations (Sites 1-8) along the lake within City and privately owned property. Site 7 is the location of a permanent stockpile for the dried dewatered materials. In order to reduce the need for trucking of materials to the permanent stockpile location, the contractor must fully utilize Site 7 for dewatering to the maximum extent practicable prior to using any other dewatering location. Since the City has also published a separate bid for Shoreline Stabilization, the awarded contractors may be required to work concurrently onsite.
