Material Laboratory Services

The Government seeks independent material laboratory services through a Commercial Solutions Opening (CSO) under solicitation W911KF-25-S-C002-AoI0006 to support maintenance, repair, overhaul, and modernization activities at Anniston Army Depot in Alabama. The scope includes comprehensive materials testing and analysis such as weld procedure qualification, non-destructive testing, material identification using OES, XRF, and PMI, mechanical testing including hardness, tensile, and impact, and corrosion evaluation, all requiring detailed written reports with photographic documentation. Contractors must be accredited to ISO/IEC 17025, maintain current registration in SAM.gov with a valid Unique Entity ID, and ensure all personnel are competent, impartial, and trained to meet the technical demands of the work. Performance is required at the Anniston Army Depot, and the period of performance is one year from the date of award, with no automatic extensions or guarantees of future solicitations. Proposals must be submitted electronically via SAM.gov by the deadline of May 26, 2026, and consist of a Technical Proposal Volume and a separate Price Proposal Volume, with an initial Solution Brief limited to five single-sided pages or fifteen slides. Evaluation is based on a best value trade-off model weighing technical merit, risk, schedule realism, and price reasonableness, not on lowest price technically acceptable. Contractors must comply with applicable military, AWS, and ASME standards, safeguard sensitive information, avoid conflicts of interest, and adhere to strict reporting and quality control requirements under ISO/IEC 17025. Access to the installation requires a Star ID and escorted visitor authorization, and all invoices must be submitted through the PIEE system. The government reserves the right to modify requirements, and no costs incurred by offerors in preparing responses are reimbursable or obligated until a formal written directive is issued by the Contracting Officer.
