AI Contract Overview
The contract solicitation W911KF25SC002-AoI0006, issued by the U.S. Army Contracting Command at Anniston Army Depot (ACC-ANAD), seeks a qualified contractor to provide comprehensive material laboratory testing and analysis services in support of depot maintenance, repair, overhaul, and modernization efforts. The services are to be performed under a one-year period of performance beginning from the award date. The contract type envisioned is fixed-price, leveraging the Commercial Solutions Opening (CSO) procurement mechanism aligned with FAR Part 12 and specific statutory authorities. The contractor will conduct independent testing at their own facilities upon receipt of materials from ANAD, with the government responsible for acceptance and evaluation of deliverables at ANAD. Testing must adhere to applicable military and industry standards, including AWS, ASME, and other recognized protocols, with detailed test reports documenting methodologies, results, compliance status, and photographic evidence required for each test request. Proposals must be submitted electronically via SAM.gov by May 22, 2026, following detailed submission and evaluation procedures outlined in the full CSO posting. The evaluation criteria for award emphasize best value, balancing technical merit, mission relevance, implementation readiness, risk management, schedule realism, and price fairness. Technical proposals are rated as acceptable or unacceptable, and pricing is assessed for fairness and reasonableness, with an integrated trade-off analysis rather than a lowest-price-only approach. The solicitation mandates that offerors register in SAM.gov and PIEE, maintain valid Unique Entity IDs (UEI), and not be suspended or debarred. No specific security clearances are required, but site access control at ANAD applies. The government reserves the right to modify requirements, not award a contract, or cancel the solicitation. Proprietary information protection is assured under FOIA for five years. Key deliverables include comprehensive test reports prepared in compliance with statutory and commercial standards, with rigorous inspection and acceptance at ANAD. Payment will be processed through PIEE, and responsibility for the contract rests solely with a Contracting Officer, not with any informal points of contact named for the CSO process. The solicitation does not specify packaging or FOB terms and contains no structured listing of contract clauses or attachments, focusing instead on the overall commercial acquisition framework and detailed performance and submission standards.
