The contract is for the purchase of seven brand-name Maxchanger heat exchangers manufactured by Tranter Inc. under a Firm Fixed Price arrangement, exclusively for a Total Small Business Set-Aside under NAICS Code 332410. The items required include one titanium heat exchanger and six stainless steel units, each with specific part numbers and material specifications requiring Alloy B-3 meeting UNS-N10675 and ASME SB333/SB619 standards, with 1" NPS Sch 40 connections; substitute or equal items are strictly prohibited. Deliveries must be shipped FOB Destination to Tinker AFB, Oklahoma 73145, with no separate freight charges allowed—all costs including shipping must be included in the quoted price. The award will be based solely on the lowest total price, subject to mandatory pass/fail gates including full technical conformity, SAM registration with active status at time of award, and strict adherence to the brand-name requirement.
