Mayo Cellblock Security Renovation Construction Services

The Royal Canadian Mounted Police (RCMP) is seeking construction services for the Mayo Cellblock Security Renovation at a federal building located at 208 6th Avenue, Mayo, Yukon Territory. The project involves upgrading interior security systems and renovating a secure portion of the building, which includes the removal and installation of electrical, masonry, and plumbing work. The successful contractor must complete all work within 40 weeks of the contract award. This procurement is limited to Canadian suppliers under the Policy on Reciprocal Procurement and is subject to the First Nation of Nacho Nyak Dun Final Agreement (1995). The selection process is conducted in two phases: a first phase focused on qualifications and experience evaluated on a pass/fail basis, and a second phase for price proposals from responsive bidders, with the award going to the lowest price. Mandatory requirements include a site visit during phase two and specific security clearances, including RCMP ERS clearance for project managers and architects and FA02 clearance for subcontractors, who must be escorted while on RCMP property. The contract also requires performance and labour and material payment bonds, as well as comprehensive insurance coverage for six years beyond the certificate of substantial performance. Additionally, the contractor is encouraged to provide socio-economic benefits to Indigenous businesses and must submit quarterly participation reports.
