This six-year, Firm-Fixed Price, Requirements-type contract is for the procurement of MC-7 Compressors, which are diesel-driven, mobile air compressors used to operate pneumatic tools in shops, hangars, and garages. The contract structure consists of a 24-month basic period followed by four annual options. Estimated quantities include one pre-production unit and 14 production units for the basic period, with each subsequent option estimated between one and 100 units. The scope of work encompasses the delivery of the hardware along with essential data items, including technical manuals, test procedures, and engineering change proposals, and the units will be subject to user testing. The procurement will be conducted via full and open competition using FAR Part 15 procedures and a Tradeoff Source Selection Process to determine the best value. Technical and small business participation factors will be evaluated on an acceptable or unacceptable basis, while the final award decision will involve a tradeoff between cost and past/present performance, with the latter being slightly more weighted. Proposals must be submitted electronically in accordance with the RFP instructions.
