MCCC 2026-27 Rock Salt Bid

The Montgomery County Consortium of Communities, through Van Cleef Engineering, Inc., is soliciting sealed bids for the 2026-2027 rock salt contract to provide bulk sodium chloride roadway de-icer for various townships, boroughs, and school districts. The contract period runs from October 1, 2026, through April 1, 2027. Qualified vendors must provide pricing for both delivered and non-delivered salt, with the award granted to the lowest responsible bidder based on the FOB delivered per unit price for the estimated total quantity. Bids must be submitted via PennBid by 2:00 PM on September 10, 2026, and must include a certified check or bid bond for 10% of the total bid amount. The selected supplier must adhere to strict quality standards, including PennDOT specifications and ASTM D632-94 Type 1 Grade 1, with a maximum moisture content of 2.0% for mined rock salt. Performance requirements include 24/7 emergency delivery capabilities with a response time under 8 hours; failure to deliver within 72 hours of a request may result in the agency purchasing from a third party at the contractor's expense. The successful bidder is required to provide a performance bond equal to 100% of the bid amount, maintain comprehensive insurance naming the consortium and participating agencies as additional insureds, and comply with the Prevailing Wages Act and the Americans with Disabilities Act.
