MCD-CED-RFP-FY26-002 - Code Revision Services for Chapters 15, 16, and Related Updates to Chapter 17

The City of McDonough, Georgia, through its Community Economic Development Department, is seeking qualified firms to provide comprehensive Code Revision Services for Chapters 15 and 16 of its Code of Ordinances, along with related updates to Chapter 17, with the goal of aligning municipal regulations with current standards and best practices. The project involves a full rewrite and restructuring of the code to enhance clarity, enforceability, and usability for both staff and the public, including resolving conflicts with Chapter 17 (Zoning Ordinance) and developing new language for the Main Street District. Key deliverables include a Code Assessment Report, a Reorganization Matrix, redlined and clean drafts of the revised chapters, draft amendments to Chapter 17, a Summary of Changes, presentation materials, adoption-ready ordinance documents, and training materials for City staff. The proposed work must be completed within a period of up to 18 months, beginning after contract award, with performance centered in McDonough, Georgia, and all activities tied to local government operations. Proposals must be submitted as two separate volumes—Technical and Cost—formatted to strict specifications, including a maximum of 20 pages for the Technical Proposal using a minimum 11-point font, and delivered as a sealed hard copy with an accompanying USB drive containing a PDF version to the City’s designated address. Electronic or fax submissions are not accepted. Proposers are required to demonstrate a strong approach and methodology, a clear understanding of the City’s objectives, relevant experience in municipal code revision, and a feasible work plan with defined milestones. Evaluation is conducted on a best-value trade-off basis, with technical merit weighted more heavily than cost, and factors including project team qualifications, stakeholder engagement strategy, and past performance all contributing to the overall assessment. The contract is structured as a firm, fixed-price agreement with phase-based pricing outlined in Attachment A, though actual cost values remain to be provided by respondents. All contractors must adhere to strict compliance requirements, including maintaining Commercial General Liability, Professional Liability, Workers’ Compensation, and Automobile Liability insurance, indemnifying the City against negligence-related claims, and certifying compliance with Georgia’s Drug-Free Workplace Act, E-Verify mandates under O.C.G.A. § 50-36-4, and non-debarment status. Additional mandatory disclosures include any conflicts of interest or prior relationships with City officials.
