The subject requirement is essential to the continued operation of NAVSEA Land Base Engineering Site in Philadelphia. This sole source, Commercial Firm Fixed Price Contract utilizing Simpliefied Acquisition Procedures IAW FAR 13.5 and the Statutory Authority Permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. The Awardee has built the last five plant switches for different engines,main propulsion switchs as well as backfit radial electric plant switch. They are the only manufacture of T-bar relays the main internal body of all LBES plant switches which are used to control up to forty-eight signals per relay. Their product is highly reliable and supports the uptempo LBES test schedule which requires constant switching of control systems. We have not found any functional equivalent to the T-bar high density mechanical relays.
