The Department of Aging is seeking quotations for a small procurement contract to provide comprehensive durable medical equipment (DME) services, including pickup, delivery, setup, installation, and client training. The scope encompasses transporting approved equipment such as power wheelchairs, hospital beds, lifts, and sit-to-stand devices from the designated site in Cheltenham, Maryland, to clients' residences, which may be within living facilities. The contractor will be responsible for ensuring the safe handling and proper installation of the equipment, as well as instructing clients on its use. The Department anticipates an average of 20 to 40 service occurrences per month, although this is an estimate, and bidders should prepare for variable demand. Funding for these services will be subsidized by the Department at 50%, with the remaining 50% paid directly by the client, until the allocated procurement funds are exhausted. Successful bidders will need to enter into a Small Procurement Contract that includes non-liability and indemnification provisions, and they are advised to review their insurance coverage accordingly. The solicitation emphasizes compliance with various procurement and legal requirements, including disclosures of legal actions, conflicts of interest, and prior state contracts, as detailed in the attached forms. Bidders must submit comprehensive company information, certifications, and disclosures to demonstrate responsibility and past performance. The contract size ranges from $500,000 to $1,500,000, and the primary point of contact for inquiries is Aaron Peterson.
