The Maryland Department of Aging (“MDoA” or “Department”) seeks consultation to create and deliver resources that will assist in designing and launching MDoA’s Supporting Older Adults with Resources (“SOAR”) program consistent with https://mgaleg.maryland.gov/2025RS/Chapters_noln/CH_34_sb0212t.pdf (i.e., Maryland House Bill 36/Senate Bill 212; summary https://lp.constantcontactpages.com/cu/SsTvh0n) and Longevity Ready Maryland, MDoA’s multisector plan on aging available on https://lrm.maryland.gov/. The consultant must also incorporate findings from the 2024-2025 LTSS Rebalancing Technical Assistance with ADvancing States and be informed by the initial SOAR Stakeholder Workgroup Report and Recommendations, all of which documents MDoA will provide to the consultant.Through this project, the consultant will (i) review existing analyses and recommendations, (ii) synthesize collected information around evidence-informed best practices in pre-Medicaid long-term services and supports that address upstream drivers of health (UDOH) nationwide, (iii) identify opportunities to design program policies and structure around other publicly administrated services that impact health and financial security, (iv) create a roadmap and work flow to guide program design and implementation, and (v) and develop initial drafts of notice of grant funding opportunities. Consultant activities and deliverables will ensure that the SOAR program launch during State Fiscal Year 2027 is evidence-informed and effectively improves access to person-centered supportive services that maintain health and independence for adults living in community-based settings.
