Notice of Intent for Sole Source Award to Johnson Controls for N2 Controller UpgradeThe U.S. Department of Defense, through the 509th Combat Communications Group at Whiteman Air Force Base in Missouri, intends to award a sole source contract to Johnson Controls for the upgrade of N2 controllers across the base’s entire controls network. This decision is based on the fact that 100 percent of the current system infrastructure consists exclusively of Johnson Controls hardware and software, making integration with competing brands technically unfeasible. Furthermore, Johnson Controls is the sole authorized installer of its own products, ensuring that any installation or service work must be performed by them to maintain system integrity, functionality, and compatibility. The contract will include incidental installation services necessary to complete the upgrade. The action is documented under solicitation number FA462526Q1117, posted on July 16, 2026, and falls under NAICS code 335314 for Other Electrical Equipment and Component Manufacturing. The procurement is classified as a presolicitation, with no set-aside designation applied. Primary point of contact is Riverhue Mabanta, reachable at 660-687-4007 or riverhue.mabanta@us.af.mil, with Lt Joshua Sturgill serving as secondary contact. All work is to be performed at Whiteman Air Force Base, Missouri, 65305. Interested parties may access additional details via the SAM.gov portal using the provided UI link.
