ME-32 South Grand Cheiner Marsh Creation

The USDA-FPAC Business Center is seeking information from qualified contractors for the ME-32 South Grand Chenier Marsh Creation project, a marsh restoration initiative located in the Mermentau Basin, Chenier Sub-Basin, and Hog Bayou Watershed south of LA Hwy 82 and west of Rockefeller Wildlife Refuge in Louisiana. The project aims to create and nourish approximately 466 acres of new wetland habitat using dredged material from the Gulf of Mexico, while constructing around 20,375 linear feet of earthen containment dikes to reduce wave erosion, prevent land loss, and provide a protective buffer for the evacuation route along LA Hwy 82. This is a sources sought notice, not a solicitation, and is intended to gauge industry interest and capability in preparation for a potential full and open competition with an estimated value exceeding $10 million. The project has a defined period of performance of 339 days plus 38 weather days, with key milestones including mobilization by day three, containment dike construction beginning on day 47, dredging and filling operations starting by day 83, and demobilization and as-built documentation to be completed by day 267. Future proposals, if a solicitation is issued, will be evaluated based on a lowest cost, technically acceptable standard, with mandatory pass/fail criteria requiring proven experience as prime contractor on a marsh creation project of similar scale, demonstrated success in hydraulic dredging in open water environments comparable to the Gulf of Mexico, prior experience constructing earthen dikes in marsh settings, and a clearly defined organizational structure showing decision-making authority in the field. The management plan must clearly articulate subcontractor oversight, and all submissions must strictly adhere to submission instructions. Key personnel must include the owner/president, project manager, QC manager, safety manager, superintendent, and foreman, each with at least five years of experience in their respective roles, supported by resumes detailing employment history and up to four completed projects within the last seven years.
