The Meadow Vista Transfer Station (MVTS) is a garbage collection and transfer facility operated by Recology Auburn Placer and overseen by the Placer County Environmental Engineering Division. The MVTS is located approximately two miles north of the community of Meadow Vista. The MVTS was constructed in 1983 within the south-western corner of the parcel that also contains a closed landfill, and since then has served the areas waste management needs. The lower level of the MVTS is directly adjacent to, and partially overlies, the landfill cover system. The lower level is used for public metal and appliance drop-off, collection route container storage, employee parking, and storage of two landfill leachate storage tanks. While the majority of the lower level is currently overlain with gravel of varying depths, a portion of the landfill cover located within the fenced lower level is paved and used as an access route to the landfill gas flare building and leachate sump. The landfill was closed following construction of the MVTS, and was initially covered with soil in 1984, and received an approved engineered cover in 1996 which includes the existing paved access route.
The pavement project is in response to an annual Central Valley Regional Water Quality Control December 2, 2025 Board Facility Inspection Report, issued under the sites Waste Discharge Order No. R5-2007-0085 (WDR). The inspection identified locations of ponding within the gravel-covered portion of the lower level, including over the closed landfill cover system, and required correction in accordance with Section F4 of the WDR.
This project includes placing approximately 15,000 square feet of asphalt concrete over the lower level of the MVTS, which includes a portion of the landfill cap. The pavement section will match the existing pavement section of the approved landfill cover. Minor grading will be performed as necessary to fill in the ponding areas and restore the original grades and flowlines designed to convey runoff to the existing 18-inch diameter HDPE culvert. The proposed improvements will correct localized ponding, improve surface drainage, and help maintain the integrity and intended function of the existing engineered landfill cover.
All work will be completed within previously developed and disturbed areas. Specifically, the project is limited to the existing MVTS, which includes a portion of the closed landfill footprint, will not expand the facility footprint, operational capacity, permitted waste-handling capacity, or waste tonnage, and will not result in an increase in traffic volumes, changes to the type or intensity of use of the MVTS, or expansion of existing waste management activities. The work will not involve excavation into or removal of landfill waste. The existing landfill cover system and its intended function will remain in place, with the proposed pavement providing an additional surface improvement consistent with the existing approved cover.
The majority of the work will be completed mid-week when the MVTS is closed. As a safety measure, when construction days and operating days overlap, the lower level of the MVTS will be closed. Necessary equipment will temporarily be relocated to the upper level to allow continued operation of the facility during construction while preserving the site attendant and publics safety. Standard best management practices will be implemented during construction and appropriate storm water pollution control measures will be in place to prevent storm water pollution in the event of precipitation during construction.
The project area consists entirely of previously developed or disturbed land. No new undeveloped areas will be disturbed, and the project will not affect sensitive environmental resources. The project will be implemented in accordance with applicable regulatory requirements, including requirements of the Central Valley Regional Water Quality Control Board and Waste Discharge Order No. R5-2007-0085. All necessary permits and approvals for the work will be obtained prior to commencement of work.
