The Maine Army National Guard (MEARNG) requires the professional installation of a complete, government-furnished, emergency response vehicle police-style flashing light system and a battery charging system onto a Government-owned Ford F-550 Vehicle Mounted Radiation Detection System (VMRDS). The contractor shall provide all necessary personnel, tools, materials (excluding specified government-furnished equipment), and expertise to complete the installation.


Scope of Work:
The contractor is required to perform the following installations and integrations on the Ford F-550 vehicle:


  • Equipment Installation: Install all Government-Furnished Equipment (GFE) at specified locations. This includes a Whelen Inner Edge light assembly, a Whelen Core and Controller unit, and various Whelen body, slim, and trio lights.

  • System Integration: Professionally integrate all lighting components with the central controller. All wiring must be routed, secured, protected with grommets where necessary, and concealed appropriately.

  • Power System Installation: Install one Kussmaul battery tender complete with an auto-eject shore power connection to charge the vehicle's batteries.

  • Functional Testing: Conduct a full functional test of the integrated lighting system and the power system in the presence of a Government representative to demonstrate proper functionality.

  • Vehicle Restoration: Upon completion, repair any damage to the vehicle resulting from installation activities and ensure all work areas are cleaned of debris, materials, and tools.


Government Furnished Equipment (GFE): The Government will provide the following major components for installation:


  • One (1) Whelen Inner Edge light assembly

  • One (1) Whelen Core and Controller unit

  • Two (2) Whelen slim lights (for front grill)

  • Eight (8) Whelen body lights

  • Two (2) Whelen trio lights

  • Two (2) Whelen slim lights (for front fenders)

  • One (1) Kussmaul battery tender


Contractor Requirements:


  • Provide all personnel, equipment, tools, materials (except GFE), and supervision.

  • Ensure all employees possess the required skillsets or licensing to install the lighting system according to manufacturer specifications.

  • The place of performance will be the contractor's installation facility.

  • The period of performance for the installation shall not exceed one week.
